Tempe stopped growing outward before most of the houses in it were built. The city has been landlocked by Phoenix, Mesa, Chandler and Scottsdale since the 1990s, so there is no new ground here — every job is done on a lot, a rental, or a storefront that already existed. That shapes what gets called in: a coat of paint and a floor scrub timed to a two-week turnover before ASU classes start, a drywall patch behind a sign that just changed in a strip mall off the light rail, a backyard that has to hold a fire pit, a dog and a party guest list all at once because there was never room to make it bigger.
